The six paths are not interchangeable. Each suits a specific profile and has its own processing speed at ICP or GDRFA-Dubai:

The fastest realistic path is real-estate investor if you already own qualifying property, followed by Outstanding Talent if your UAE employer prepares the dossier. Entrepreneur applications are slower because ICP verifies the trade licence, registered capital, and incubator backing. Scientist nominations frequently bottleneck on the host institution's Mohammed Bin Rashid Medal coordination.
Investor paths: real estate vs company vs fund
The investor path splits into three sub-paths, all sharing the AED 2 million floor:
- Real estate: equity of AED 2 million or more in one or multiple properties, retained for at least 3 years. Off-plan and mortgage-financed properties qualify if the down-payment equity is at least AED 2 million in cash. The Dubai Land Department issues a confirmation letter that ICP accepts.
- Company shares: AED 2 million paid-in shareholding in a UAE company (mainland or free-zone), held for at least 6 months. Audited financial statements and a memorandum of association are required. Free-zone shareholdings count if the entity has UAE physical presence.
- Public investment fund: AED 2 million in an approved fund (Securities and Commodities Authority list), held for at least 12 months. This sub-path is the most administrative but the cleanest for portfolio investors who do not want to manage property or a business.
Worked example: Ahmed, an Indian software-services founder, buys a Dubai Marina apartment for AED 2.3 million in cash. He receives the title deed, applies via Dubai REST app, and is approved in 18 days. Total visible cost: AED 5,400 (inside-country fee + medical + EID + typing). The AED 2.3 million purchase is a separate transaction; it stays his asset.
Outstanding Talent and Scientist paths
The Outstanding Talent umbrella covers six categories: medical specialists, executives, specialists (degree + experience), creative talent, athletes, and inventors. The two most-used sub-paths are:
- Medical specialist: senior consultant or rare-specialty doctor with DHA, DOH, or MOHAP licence, monthly basic salary at least AED 30,000, and a recommendation letter from the relevant health authority.
- Specialist (degree + experience): bachelor's degree minimum (master's preferred), 5+ years of relevant experience, and monthly basic salary at least AED 50,000. Common qualifying fields: medicine, engineering, IT, education, business administration, law.
The Scientist path is reserved for PhD-holders in active research positions. The strongest signal is a Mohammed Bin Rashid Medal nomination via the host institution; otherwise, a h-index of 15+ on Scopus or Web of Science usually suffices. The Scientist path is the least cash-driven of the six and is heavily institution-coordinated.

How to apply step-by-step

- Gather supporting evidence: title deed plus DLD valuation, MOHRE labour contract, attested degree, professional licence, university recommendation, audited financial statements - whichever applies to your path.
- Choose the issuing authority: Dubai goes through GDRFA-Dubai via Amer service centres or the Dubai REST app. Abu Dhabi, Sharjah, and the northern emirates go through ICP at icp.gov.ae. Outside-country applications go through the UAE embassy in your country of residence.
- Pay fees: inside-country AED 2,800 + service fees; outside-country AED 3,800. Medical AED 700-1,000; Emirates Identity Card AED 1,070 for the 10-year term. Total AED 5,000-9,000 excluding the qualifying investment itself.
- Complete medical fitness and biometrics: all applicants 18+ must complete a fitness test at an approved DHA, DOH, or MOHAP centre. Biometrics for the EID are captured at the same visit.
- Collect residence stamp and EID: once approved, the 10-year residence is stamped in your passport (or as e-visa) and the EID arrives by courier within 5-10 working days. Family members can then be nominated using the principal Golden Visa as sponsor.
