The best distance to sit from a screen is a balance between two competing goals: filling enough of your field of view to feel immersed, and staying far enough back that you cannot see individual pixels or strain to take in the whole image. Sit too close to a large TV and your eyes dart around to follow the action and the picture can look grainy; sit too far and a big, high-resolution panel is wasted because it no longer fills your vision.
The industry has two reference points. The THX standard targets a 36-degree horizontal viewing angle, the angle the screen subtends from your seat, which produces a cinema-like, immersive image. The older SMPTE guideline suggests a minimum of 30 degrees for a more relaxed home-theatre feel. Because a screen's diagonal and its width have a fixed relationship for 16:9 displays, both angles translate directly into a simple multiple of the screen's diagonal.

Yes. The higher the resolution, the closer you can sit before individual pixels become visible. At a normal 1080p TV distance you would see pixel structure, but 4K packs four times the pixels into the same panel, so you can move in to fill more of your field of view without the picture looking soft. This is why 4K rewards a closer seat or a bigger screen at the same distance.
There is no evidence that sitting close to a modern flat-panel TV damages your eyes, but sitting too close can cause temporary eye strain and fatigue because your eyes work harder to track a wide, bright field. The old one-screen-diagonal minimum is a reasonable comfort floor for a TV. For a desk monitor, an arm's length (about 20 to 40 inches) is the ergonomic guideline.
